It is a good point. It was a well known claim the the steel in 1972 (or was it '94??

separate story, but a university once proved that steel "learns" how to rust.
two blocks of steel, both new, both from same batch.
one is sand blasted and then allowed to rust.
once rusty, it is brought with the other unrusted bit, to the sand blaster, and both are then blasted,
which one rusted first?
the steel which had already rusted once had gone through a small but significant metallurgic change, and as a result, had learned how to rust, and rusted much quicker in subsequent tests.
