I thought that especially as the bolts were loose, too loose in fact for use on the wheel. Trouble is I don't see how it could be assembled physically incorrectly; it just wouldn't go together.

Well I can say that they are M8 x 0.75P which is fine. There are apparently two fine pitches, 1 and 0.75. The 0.75P are a lot harder to get.
