I would still like to know why the operating lever was unable to move less than halfway from 'free' to 'lock' and why the hub was locked or should I say jammed. And if it got jammed (say in transit) why?

I thought that especially as the bolts were loose, too loose in fact for use on the wheel. Trouble is I don't see how it could be assembled physically incorrectly; it just wouldn't go together.
