All depends on the type/style and function of the bush I guess.

Well quite. That is what I was saying. The centre steel insert grips tight when bolted down. And it rotates inside the poly bush.... ;)

Crossed wires BHP, the external face of centre the pin was knurled. Meaning in this particular scenario the pin was designed to NOT rotate within the poly bush. It Varies from application to application, there are many forms and functions of poly bush out there.
