The ECU opens a valve that lets the oil through and the oil pressure operates the VVT. I haven't really looked at how the ECU controls this, I would have expected that the ECU would use the phase difference between the cam and crank sensors to confirm that the VVT has operated, there is a fault code for this but it may only be available via the OBD1 protocol so you'd need a factory scan tool.

That how i beleive it works only knowledge i have had is with BMW Vanos that does have electrical actuation valves

It looks like the ECU operates it based purely on RPM. The engine has two distinct power curves for the two cam positoins, at the RPM at which they cross the power is the same. The ECU operates the valve at that point so there is no step change in the power output.
