I used a wire brush and degreased my shabby steels and then painted them with hammerite direct to rust spray paint in the hammered finish (hides the rust pitting)
They look great and have been like this a year now with no signs of the paint flaking or rust coming through again. Cost me £16 for two cans off amazon

If the vehicle is going off road, definately paint rather than powder coat. Paint can be touched up.easily, powder coat chips with big lumps missing! If for a road only car, powder coat is best.

Seems black is the colour to go for! Was thinking of simple simoniz black wheel spray paint as well as the obvious lacquer and primer.. bit nervous but looking forward too it! can get it done when fitting my new lift! :woohoo:

well got round to painting my wheels finally, decided on black and never looked back! got 2 400ml satin black spray cans for £6 each, 3 cans of primer from poundland (GREAT STUFF!) and 2 clear laquer spray cans for £5 each.. let the prep begin.
Using the masking tape i masked off the entire edge of the tyre and then newspaper to cover the larger areas..
preped the wheel using 80 grit sand paper to remove the rust and peeling paint, then 120 grit to get a nice smooth surface over all before priming.
after priming another quick sand then the paint went on like a dream, then finally 24 hours later some laquer.
THEY LOOK AMAZING! all this for £25 and a roll of masking tape! and thats the final transformation! :woohoo:
