It's a 12-24 volt solenoid from a Toyota 80 series Land Cruiser 
On a diesel 80 series, the starter motor is 24 volt, but the charging system and rest of the vehicle is 12 volt.
But it can also be used for overvolting a winch, just like the much more expensive Turbo Controller from Goodwinch
In short, it switches between parallel and series wiring of 2 batteries. But only for the output to the startermotor/winch.

On a diesel 80 series, the starter motor is 24 volt, but the charging system and rest of the vehicle is 12 volt.
But it can also be used for overvolting a winch, just like the much more expensive Turbo Controller from Goodwinch
