you could probably adjust it by playing with IAC valve part with coils. The IAC itself consists of 2 parts, the one with metal pipes and holes for intake air and the one with coils that control the valve rotor (it's a black plastic thing). Loosen the screws holding the latter and set desired idle rpms.

The ECU will always try to correct the idle speed, if you try to cheat it then it will go into a fail-safe mode.

Some Suzukis and a bunch of motorcycles.

Throttle body bypass is the only reliable way, run a small hose 6mm id ish from just before the throttle body to just after with a valve in the hose to control it.

As Rhinoman says, provided the throttle is closed, as reported by the position sensor, the ecu will try and correct anything that you do, and throw a paddy if it can't.

You need to tickle the throttle to tell the ecu that it is an operator demand, and then it won't be very stable.

As J99pre suggests, an auxiliary fast idle cable like in The Olden Days is the best idea. (My 1993 Terrano diesel had one, just like a choke cable, it would do 50 in top gear with it fully out)

If it suddenly breaks, go back to the last thing that you did before it broke and start looking there :)
