yesterday i parked up and put the handbrake on 4 clicks (could easily move the car by hand) and looked underneath the car at where the handbrake cable comes through the floor, it had loads of slack could easily move the cable.
the handbrake cable splits into 2 cables and looks like its got some sort of tensioner there, can i adjust it here? if so how? it looked like it wasnt pulling straight either but im not sure if this is just because the handbrake wasnt really on.

I am guessing but do you remember the fuss I had with handbrake, rear brakes in the MoT fracas!! In my case it was a matter of getting the self adjuster just nice so the drums were just catching on high spots when removing/installing then getting the adjuster screw that is on the actual handbrake lever just right.
