Having driven the gen4 for 18 months, I'd say that it's much softer on road than the gen3.
The gen3 had less body roll and felt tighter to drive on twisting roads or through city streets. Maybe partly due to the hydraulic power steering as well as firmer springs.
The gen4's electric power steering and softer setup is way nicer over bumps and is much nicer on a long drive. Needs less constant correction to keep in a straight line than the gen3, but when it comes to corners, I think the gen3 was better.
As for economy, my 2003 (M13) manual averaged around 9 l/100km. The 2011 (M13 vvt) manual averaged around 8.5 l/100km. While my current 2019 (k15) manual averages 7 l/100km. This is for the same usage too as I've worked and lived in the same places since then and it's my daily driver.

So the difference should be noticeable everywhere. l've never driven a Gen 3 but our 2020 model is fine, plenty fast enough for the type of vehicle that it is.
The new Jimny is not a 7 second car. In just the same way that the 3 is not a 19 second car. 13 ish for both is nearer.
