Thay cant because if a car roles over then fuel can spill out also damp would get in its sealed tighter than a tight sealed thing thats sealed tight :) :laugh: :whistle:

If it goes shhhh then the seal is good, and he doesn't need to minutely inspect the rubber seal and the tank flange to ensure that the seal is actually being compressed, some testers I've seen do it that way, some do a close inspection of the seal & flange.

Trust me, it will get neat fuel in if you completely brim the tank right up the hose, whilst giving the car a good shake to get that extra gallon in, first thing in the morning, when the fuel is cold and then leave the car in the sunshine :)

If it suddenly breaks, go back to the last thing that you did before it broke and start looking there :)
