You do get threaded anchor bars, used in construction - essentially a bar with a female thread cut in one end that are normally set in concrete. The good thing about about them is they have a tensile rating. I would say this needs to be in the 10 to 20 ton range.
You also get male threaded eyes which are similarly rated.
This would allow you to drill a single, 20mm or so hole in the bumper to line up with the socket which could potentially be blanked with a colour coded plastic plug - much like the tow points on most modern cars - except a bit stronger.
We have a 3.5ton van whose towing eye works just like this. The blanking plug is so well camouflaged If you didn't know where it was, you would never see it!

These are the kind of things:
www.alibaba.com/product-gs/457198530/ste...or_coupling_nut.html
Search for "threaded anchor coupler". You can get them up to about 200mm long.
An M16 thread is good for about 15 ton and M20 for 20 Ton.

Or go to your local builder centre - they usually have them individually. They often have screw on eyes too.
