As i understand "Billet" it is a manufacture description and not a material description.
Billet meaning it is machined from a block of material (metal) could be both steel and aluminuim.
Usually opposed to a casting process.
For this item billet machining would be ok as a forged steel shaft has most of its strength on the outside perimeter and not its center.
Billet steel is of course what we want here, and not billet aluminium. (scary!)
Billet description was also used here to describe the design opposed to the disc type spacers that do not have their own bolts.
Just a disc with holes kind of design must be avoided for any road use in my opinion.
Edit: I still don't like any wheel spacers though..
