I don't think that is likely because many vehicles have their lights higher up, the later model Vitaras had the lights moved up into the pillars.

Yes there was an issue with some imports, the lights being obscured at a certain angle by the spare wheel. As I recall import Pajeros had this so the Shoggy version had lights in the bumper.

I'm looking forward to getting rid of the rear bumper/lights, I have no qualms as regards the legality as the existing location is simply ridiculous/annoying/distracting!
My concern is having to fit rear reflector's somewhere?

the rear reflectors stay in the same place on the upper clusters. you will need a number plate light and a fog light though

I have a 2001 and the reflector is the top red square on both the left and right upper clusters
