Jimny cooling fan - spinning all the time?

Possibly a foolish question, but should the Jimny engine cooling fan (the big one on the back of the radiator) spin all the time? Or just when the engine is hot and needs cooling? Mine seems to spin all the time, even when the engine has just been started from cold. On my other car, the fans only kick in when coolant temp reaches 85C...

Seems it spins under engine power until about 3,000 RPM, then freewheels. Bit of an odd design! Why not save the effort of spinning the fan until it's needed?!

Are we talking viscous fan here, the sort that slightly freewheels until the heat builds up then it's clutch system locks it on and it spins at engine speed to cool?????
