Thanks Scimike,

I'll give your idea about jigging something temporary up to see if that changes the air flow and most importantly deflects the air off the mesh base because I'm sure that is what is making the howling noise at higher speeds. The rack doesn't seem to make any noise when it is loaded up with some weight on the mesh base as suggested by Busta.
