Yes, that's miles out! As standard they will over-read by about 5-6%. With 215/75 R15s mine reads spot on, but to under-read by almost 20% yours is miles out! Your gearing must be terrible like that 
Your 180 miles/tank +20% for speedo accuracy is over 210 miles/tank, so actually very good!

Yeh gearing is pretty bad ! 1234 are fine just 5th is a no go
