Had put the metal sleeve bit in vice, and use pump pliers to turn the knob, back and forth, adding oil to it, did free up, for me

I detached mine at the gearbox, and pulled it back up the engine compartment, then got it in a portable vice and wirebrushed the threads used penetrating oil and the water pump pliers to free it up, as LM42 did.
