Sorry not sure. When I tapped the breather it seemed to be fairly hard so I think it's probably steel.

could you try a chemical weld (ie jb kwik weld )??

would prefer 'proper' weld but never welded any cast products not sure if you can

im sure you can mig weld cast steel never done it myself but seen a few exhaust manifolds with welds on
