Is the steering driven from the vacuum? If so, this might indicate an inlet problem. The steering might be a red herring, apparently how heavy it is varies a lot.
I would check the plugs, they will tell if it is rich or lean.
Timing, was it sluggish before the CAM belt was changed?
It could be a brake binding, that might make the steering feel heavy. If you get up to speed, roll the throttle off and push in the clutch does it slow down quickly, like it's been braked?
Only other thing I can think off, it isn't staying in 4x4 is it? I don't know enough about how the vac hubs work to know if this is possible, but that would certainly make it feel heavy.

Some good thoughts here, But for now we went for easy option as she( daughter) lives in the oolu.
Anyway put catacleaner in and tank of fresh petrol and it ran better , but it seems when the tank is full it runs better, but 1/2 tank area back to sluggish.....
If it was a vent problem it would misfire or stall.
Fuel filter? = pressure.

The fuel filter is an in tank mesh type and is not given to blocking in the same way as the inline ones do. It's also a tank out job to replace the filter/pump assembly which is as much of a pain as it sounds. Unless someone has randomly fitted an auxiliary inline filter?

Is the tank breathing properly? Could be the EVAP cannister, if you can vent the tank with an old fashioned drilled fuel cap ( or some other unmentionable method) that might give you some indication.

Maybe you could try to open the fuel cap every 60 miles for checking if it is an underpressure in the tank.
