Drill a 15mm hole then get a hacksaw blade on its own and tape one end up so its like a handle . Takes a while but works . I used a hole saw on mine . You could use a hole saw then extend it using a blade.

I drilled a circle of small holes with a drill bit then hack sawed through and filed it down, can't see it behind the snorkel anyway
