Rhino Ray does some: www.rhinorays.co.uk/wheels.htm

Otherwise my friend is a fabricator and has done Land Rover wheels. If you are stuck I can ask him but he is exceptionally busy so I wouldn't suggest they will be done quickly and he's local to me so you'd have postage involved too. Having said that you will with Ray albeit you're closer to him to drop off and collect.

Where's it say that bead locks are not road legal then?

Gaz-Fab makes them fairly cheap

But are you sure you need them? Don't think I've ever seen a Zook loose a tyre, not even in competition.

One other thing. Adding extra weight to the rotating mass (wheels) may result in a noticeable loss of power due to the Jimny's already limited power.

I don't need them, its a person I know with a Landrover

A standard mod is to reduce the wheel diameter from 16" to 15" to put very big tyres on that then need beadlocks.
