sure i read somewhare it was to do with height from road to pass manufacturin laws or something like that

Grey imports don't have fog lights and require one to be fitted to pass an SVA, If you look at American spec Grand Vitaras ect you will notice the rear light clusters differ from the European spec. Also I use the Grand Vitara as an example as the European spec model uses the same lower light cluster as the Jimny.

Here is quick solution for you.i did it and it works.
fibre optic cables.
run a thick fibre optic cable from light cluster in rear bumpers to cluster in rear wing.
the light passing tbrough fibre optic cable uses reflector in light cluster....
