The valve is called a 'load sensing proportioning valve'. All it does is increase the braking force to the rear if you have something heavy in the back.
Under no load the spring restricts the force to the wheel cylinders. A normal unloaded car needs about 70% braking force to the front.
If the rear is loaded it will compress the suspension and move the valve to open and increase the volume of brake fluid to the rear increasing braking force.
If you have ABS you dont need one as the ABS controller monitors the wheel speed at each wheel and can work out if it needs to increase the braking force to the rear.
If you dont have ABS, I'm pretty sure you can find info on setting the valve up. I seem to remember you adjust the spring to a particular length rather than an angle.
Nice, neat repair job. Those flap discs in the grinder make stuff look great!
