Only e-marked winch bumpers are legal, and manufacturers can't get e-marks on A-bars because the EU has banned anything that provides extra protection to the front of the vehicle (beyond the usual protection of a bumper).
You can make your own and as long as you don't take the piss will doubtless be able to drive around for many years without issue from MOT, police and even VOSA. But if you have an accident and the courts decided your a-bar had caused damage, injury or death then in terms of construction and use regulations you are royally screwed!
So it's not legal but you will get away with it. If you crash and it hurts someone you will be put in prison. Simples!

I used to love them and back in the day we mounted loads of lamps on them but now I find the bigger ones frustrating as they get in the way of access to the engine compartment.

Hi, it's not only the legality issue, it's also the problem insurance companies have with any modifications away from standard. They will use any excuse to get out of paying a claim
