That'll be an anti-theft wheel bolt. You will need to find the 'key' -a nut shaped thing with some kid of protrusuion that fits into the spinny bit in the spare wheel bolt. Hopefully it is in the glove box or the jack tray under the boot floor. If not, visit a tyre fitters and they should be able to help.

Some people keep the locking wheel nut key IN THE JACK itself if that makes sense...trapped in the mechanism for safe keeping. ...try there first

Hopefully the tyre fitters will be familiar with the removal of security nuts without the key! I imagine they come across the problem fairly regularly.
