My 2005 Jimny has just failed its MOT for defective headlamp levelling, the N/S headlight goes up and the offside down with limited movement. I tried reversing the polarity to the N/S unit which resulted in neither leveller working, put back as it was and same as before..  Any thoughts on this?

Pics from after I swapped my headlights and the actuators did not work. I was sure that the adjuster in the dash made them go the wrong way with the 99 ones in my 05 car, but they had little movement so Could be broken too. 

They look a bit different though.

Can be changed without taking the lights out too. 
There is a plastic piece behind the actuators you can manipulate to make them Come out easier.
