That engine that was in my red truck when i got it had snapped the key on the bottom drive wheel due the belt being changed and centre bolt being left loose 
so i just locktited the pulley in place.
That had spun the pulley and the timing was all over the shop but after i set the timing it started up and ran fine

I'm sure the manual says not to turn the cam too much when doing a belt change which would lead me to believe it is an interference engine. Belts are cheap and easy to do so nothing to lose by trying one.
