I would like to know if someone has been able to change minimum value via a car reader/program device to allow cruise control to operate below factory settings.

The version selling in South Africa currently only work if you go 40km/h or faster.

the reason I ask is that here we have vast routes and nature reserves where you really could be idling along all day at 20km/h in 2nd/3rd gear.

I have had serious car accident and my "accelerator" foot has been "fused" with limited function and having to use accelerator pedal all the time below 40km/h when you on 4-5 hour trip, then it becomes a nightmare.

Have you considered a hand throttle modification, there's bound to be a local specialist at converting cars for amputee use that could have an off the peg solution?

yes I am definately considering this but
thought maybe change parameter in ecu would be "cleaner" installation

Most cruise controls won't work below around 40km/h

You could as suggested make a device that increased the engine idle speed, then you could use (say) third gear to sit at 20-30km/h
