195's are fine on a 7.5j rim so not too unlikely but make sure he hasnt measured himself as you dont just measure across from rim to rim, its from the tyre bead seating so a 7j rim measured from edge to edge would probably be 7.5" or so with a tape measure 
measured correctly from the beading area it would measure 7".
Typically though yes you would normally have 195's on a 6.5-7j rim. 235's will be fine on there aswell though, hth gaz.
