I don't know, I quite like the idea of having a 650cc engine. But I do wonder if there's any reason to change your VET catagory if you change your engine size. Perhaps if I asked the old DVLA (or whatever department) I'd word my question to enquire if a saving could be made from putting a smaller engine into a car, that way, the opposite would be true for putting a larger engine into a smaller engined car.......

Unless things have changed recently you will not get a discount for a smaller engine swap. You may do on a pre 2001 car as they do increase the tax to the higher rate if fitting a larger engine.
Vehicles after 2001 are based on emissions so swapping the engine size (up or down) cannot affect road tax as eg a 1.6 Jimny does not exist on the manufacturers database so has never been tested for emissions and the general public have no way of testing to manufacturers specs.
If you changed an engine that was a stock factory option chances are they would change the tax as it's listed.
Interestingly if importing a non EU car they base the tax on the pre 2001 figures.
Any engine swap when applying for the V5 will trigger a letter asking for an inspection. Do not worry this is just an inspection by someone qualified eg your local garage to confirm the changes are as you say. It is not an engineering inspection.
Keep any receipts for the engine or parts or failing that the old v5 (or a copy) of the car the engine came from.
They just want to make sure it's not stolen or you are trying to pull a fast one.
A confirmation on headed paper did the trick for me and my local friendly MOT garage did it for free.
Send receipts and/or confirmation in with your V5 otherwise it will be 6 weeks or more before you get it sorted.
If you fit an old engine to a newer car there is a clause in the MOT inspectors manual to allow emissions testing to be based on the year of the engine but only emissions and you have to prove it so probably these fast fit places are not the place to go for your MOT and stick to your local friendly one who can recognise older engines.
All this was when I swapped some engines a few years ago (inc a diesel bike) so please check on current regs.
Some interesting info there. I think personally, my preference would still be to leave the 650cc engine in. If the carry came direct from Japan with it's original engine in and it was post 2001, I wonder how the VET would be calculated for it as this spec isn't available for the UK/EU.
