Have a look on your local County Council website. Some are better than others.
The By-Ways you are looking at on the map may have TRO's on them stopping you from going down them at the moment. They ought to be signed but they are not always. Sometimes the sign has been there so long it has blown off or people have ripped them off.
The oweness is unfortunately on you not to go where you ought not.
If you cannot find them on the County Council website listed as open or closed via a TRO or have found it and it's now designated as something else - like a Restricted By-Way etc, then contact the County Council.
It must be worth going to view the definitive map with all your maps with you to update your maps whilst there as Gary says, but this isn't possible when you travel to other parts of the country!
