When you say won't clear do you mean they come back instantly or that the module is not responding to attempts to clear the code? It's possible that the controller is on the fritz.

How do you know that both front sensors are reading speed? Have you used a code reader to view he output of each sensor or an oscilloscope?

If both front sensors are really sending pulses back to the ABS controller then it sounds like either a wiring fault (do both front sensors share a common wire or connector) or as Lambert suggested the ABS controller has a fault.

As your fault codes won’t clear the resistance as seen by the controller must be way out of spec, hopefully this means it’s a wiring fault.
