In the UK whilst the road traffic laws permit fairly extreme modifications, most modifications have to be reported to the Insurance company.

Most "high street" insurers do not like non-standard vehicles so do not cover modifications. If you modify your vehicle and have not declared the modification then your insurance is void and you are prosecuted for un-insured driving.

Most modification friendly insurers are actually cheaper than the high street insurers. However I have not found one that insures new drivers, the either require a 2 year driving record or be over 21 years old. A number require you to state the the modification was done by a professional installer, again to distance themselves from poor quality work (there was a well known fatal accident in a LandRover a few years back)

Snorkles, whilst purely for looks or wading, are considered an "air intake modification" which raises the concern of the fast and furious boy racer modifications so they are deemed to be a full modification for insurance purposes.

I think a significant number of young people are driving "uninsured" due to not declaring the modification or through driving on their parents insurance whilst actually being the main driver of the vehicle (also not permitted)
