The front hubs are not working or a CV joint has gone.

Was that a mistake on your post??
You have said the REAR near side wheel??
The jimny is a rear wheel drive car and when you engage 4WD the FRONT hubs/wheels engage.
Do not engage 4WD on a dry road. Only use it off road on a slippery surface otherwise damage can result.
I started off high and worked my way down ever since

I wouldn't think so. if there is something broken at the front then only the rear wheels turn and typically the differential will turn just one wheel, so that's what I interpreted happened

Are we at cross purposes here Martin?
I was answering the OP in that I was wondering how he came to the conclusion that he wasn't getting 4WD.
How did he test it?
Was he off road??
As a newbie I was wondering if he was mistaking the single wheel spinning for no drive instead of the diff acting normally?
We need more details.
